Mr. Downs' background includes over 25 years of technical and managerial experience in the environmental health and safety field.  Relevant experience includes:

At EHS Management:  Provided EHS program management and development services, including EHS Manual development, EHS audits, special emphasis programs, worker and supervisor training; developed procedures and tools for ISO 14001 assessment and implementation; conducted ISO 14001 system (Gap) Analyses; conducted EHS assessment of over 150 new equipment installations; developed OSHA audit database; developed IH database; provided project management services utilizing other consultants for special projects; developed over 50 EHS training modules.

At Rust E&I:  Responsible for development of National EHS Management System services including product development and training.  Managed a diverse Environmental Department including Risk Assessment, Environmental Investigations, Site Characterization and Health/Safety personnel.   Provided consulting services for wide variety of firms in areas of data management, training systems, program development, IH & Safety studies, Indoor Air Quality, EHS Audits, ISO 14001 implementation.

At Control Data:  Managed corporate environmental and industrial hygiene services; developed and implemented model respiratory programs, hazardous materials inventory  database systems (including labeling), asbestos control programs, Community Right-to-Know programs, and exposure monitoring programs; developed specifications and implemented a corporate occupational health database system.

At IHE:  Conducted industrial hygiene and air pollution studies in a wide variety of industrial settings, including electronics, semiconductor, fiberglass fabrication, foundries, smelters, metals refining, steel mills, battery plants, printing, plastics compounding and fabrications, food processing, plating, paint mixing, medical device manufacturing, laboratories, and hospitals; managed over 30 industrial ventilation design projects, ranging from 1,000 to 100,000 cfm in size, including recirculation of exhaust air and air pollution control equipment specification.
